REVISION 1 / PUBLIC EDITION
PALISADE / Field note
A line still carrying heat
The reservation is legible in the controller. In the building, it is a warm pipe behind a locked service door.
Tomas Eide / Field Operations Directorate, assessment commissioned by Aven
SOURCE DATE 2026.04.11 / RELEASE DATE ABOVE
The drawing calls it a redundant branch. Someone has replaced the insulation twice.
01 / Scope of attendance
We attended the former Merehaven works with an Aven technician and a representative of the building custodian. The assessment was commissioned and paid for by Aven. We were asked to establish whether M-4 described an active physical service. We were not asked to determine title, eligibility, or whether continued provision was affordable.
02 / The surviving service
The protected branch supplies a lower wing now used for overnight accommodation and a ground-floor laundry. A 72-hour meter series recorded a peak delivered load of 41 kW. The 180 kW figure is the reservation ceiling, not constant consumption. These measurements establish present use. They do not establish how much reserve the building requires in winter.
03 / What a replacement can do
The proposed controller can carry the reservation as an explicit exception. Aven can also retire it by a named board decision accepting the unresolved service obligation. No machine prevents that decision. The existing migration procedure refuses only to label the obligation discharged without supporting evidence. An operator can proceed; it must describe what it is doing.
04 / Field recommendation
Preserve supply while installing the replacement. Give the exception an owner and a funded review date. The old controller need not remain in service merely because the entitlement is unresolved. I would not make a maintenance team preserve an obsolete machine to preserve a sentence. The sentence fits in the new one.
05 / Access returned
The service key was returned before departure. Aven retained meter custody. RAMURAN installed no equipment and has no remote command route to the branch. The building custodian requested that residential access arrangements and the service-door location remain outside the released report. Neither is needed to reproduce its recommendation.
