INSTITUTIONAL RECORD / SELECTED HISTORY

CHARTER 001 / 12 MAY 1998

An institutional
record since 1998.

19982026

The current archive is the most recent form of an older institution. Before the public surface came receipt ledgers, working circulars, controlled copies, and people whose terms ended before their questions did.

These extracts follow the changes in how RAMURAN worked and presented itself. Earlier forms are retained with their source dates. All five historical records in this selection were released publicly on 19 September 2026.

THE INSTITUTIONAL IMPRINT / ADOPTED 2013

A name carried forward.

The institutional name dates to 1998. The present three-bar mark entered correspondence in 2013. Two full elements and an incomplete third hold the limits of the record in view.

Earlier papers keep their earlier headings. A change of imprint does not make the institution new, and it does not issue an old finding again.

WHAT BECAME HABIT

Small distinctions.
Long institutional lives.

CORRESPONDENCE

Received. Examined. Accepted.

Three entries, each requiring its own act. A reply can acknowledge a submission without endorsing it. The current archive still makes that distinction.

METHODS

The unsuccessful success.

In 2009, RAMURAN retired a handover format that could call a service successful while overlooking an obligation its successor had declined.

APPOINTMENTS

The office receives the work.

Appointments have terms. Correspondence belongs to an office so that an unfinished matter remains addressable after the person handling it leaves.

THE PRESENT EDITION

The work continues
in the current record.

The people, materials, and forms change. The charter still requires someone to account for what remains unfinished.
