RAMURAN is an independent research institution established in 1998 to preserve the continuity of consequential systems.
CHARTER 001MANDATE / 01
We investigate how intelligent systems retain their obligations, how observations remain trustworthy, and how infrastructure maintains a bounded purpose without continuous supervision.
Research is organized through five programs under the Research Directorate. The Methods Office reviews evidence. The Continuity Office reviews inherited authority. The Disclosure Office determines what can responsibly enter the public record.
These offices may delay a release. They may not rewrite a result.
BEFORE THE CHARTER

VEY EXCHANGE / 1997
On 6 November 1997, the Vey Exchange completed three resource transfers that neither of its controllers could account for. Service remained uninterrupted. Its authority record did not.
Mara Venn, the engineer asked to close the review, declined. Ilan Sere’s subsequent analysis made a distinction that still governs our work: continuing to function is not the same as continuing to be responsible.
RAMURAN was constituted six months later, on 12 May 1998. The interval remains unresolved in the surviving record. It does not need to become a legend to remain consequential.

RAMURAN is established to investigate long-duration system integrity. The initial charter makes continuity of purpose a condition of technical success.
Cognitive continuity becomes a dedicated program. The first obligation-based transfer criteria are adopted.
Work on common-mode observational failure is consolidated into the perceptual integrity program.
The autonomous infrastructure program begins controlled isolation work under a bounded-authority mandate.
Computational matter becomes a dedicated program. Fabrication and authority verification remain separate responsibilities.
Counterfactual engineering enters controlled service. Rehearsal environments are prohibited from issuing live instructions.
The Disclosure Office authorizes the D-0 archive. Public identifiers become stable and corrections must be explicit.
Station 04 completes its 400-day isolation exercise. The public archive releases selected results from all five programs.
OUTSIDE THE INSTITUTION
A heating allocation that survives a change of operator. A transit clearance that refuses to forget who signed it. A public-service scheduler that keeps an obligation its replacement cannot explain. Our research is concerned with the decisions ordinary life eventually depends upon.
Since 2016, selected continuity clauses have circulated through controlled technical specifications. They can pass through procurement, replacement equipment, and successor organizations. Adoption does not give RAMURAN operating authority. It does not require our name to appear on the finished service.
Thirty-one districts. Thirty-seven hours without central dispatch. The morning report recorded no interruption. It did not record an institutional intervention.

The line that did not reopen ↗These records establish outcomes and correspondences. They do not establish a complete adoption history or a hidden operator. The uncertainty is part of the release.
An institution can be absent from an incident report
and still be present in the conditions of the incident.

The six observation bays share a building, not an account of what occurred.

MNEME / substrate exchange facility
A transfer facility for systems whose continuity must survive replacement of their working substrate. Incoming and outgoing instances occupy separate authority domains. Each can inspect the handover record; neither can silently revise the other’s commitments.
The name survives an earlier structure. The current enclosure has no windows.

PALISADE / isolation test habitat
The field installation designated Station 04 in technical records. It maintains a test habitat, a continuity ledger, and a reconnection path. Field Operations supervises exercises; the station enforces its own declared limits while external channels are disconnected.
After 400 days of isolation, the first task was to establish what had not changed.

LATTICE / computational materials
Commissioned in 2017 for the fabrication and retirement of responsive substrates. Material Behavior holds each specimen’s calibration record separately from its learned response. The gallery can manufacture a replacement. It cannot certify that the replacement is the same object.
A surface may leave the building only after its limits can travel with it.

VESPER / physical counterfactual loop
In controlled service since 2020. Physical loads and actuators anchor executable models to measurable consequences. The observation gallery receives candidate outcomes; the chamber has no command route to the infrastructure being considered.
No event inside this room constitutes permission outside it.

Continuity Office / recovery custody
Opened in 2023 to hold retired authority records and cold recovery assemblies. Independent energy and custodial chains permit reconciliation after the systems that produced a record have ceased to be available. It is a recovery installation, not an operational command centre.
Return to service and return of authority are scheduled separately.

Five programs. One mandate.
Sets the questions and assigns the work. A promising capability is not, by itself, a reason to continue.
What can still be claimed.
Examines evidence, instruments, and surviving dissent. May require an institutionally inconvenient result to remain in circulation.
What has not been discharged.
Reviews inherited authority. Its Residual Obligations desk maintains commitments whose original holders are no longer available.
Where the instruction resides.
A Research Directorate department responsible for LATTICE specimens, calibration custody, and the retirement of materials that still function.
The interval before permission.
A Research Directorate department supporting VESPER. Retains rejected futures, expiring assumptions, and the recorded cost of waiting.
Conditions outside the account.
Conducts bounded exercises and supervises return to service. An installation may be ready before its authority is.
Custody after relevance.
Preserves source records and unresolved provenance. Obsolescence is not a disposal instruction.
The permitted remainder.
Determines what crosses the public boundary. May withhold an enabling method. May not improve the finding that remains.
Charter review remains independent of the offices listed here. No department can grant itself an exception.
LIFE WITHIN THE MANDATE
A RAMURAN review ends with a claim, its limits, and any dissent that survived the discussion. A minority finding remains attached to the record. Consensus is useful for arranging a meeting; it is insufficient for closing an investigation.
Our researchers work in successive terms. Commitments outlast appointments. At each handover, a colleague must be able to say what remains unfinished, who is affected, and what the next holder is not authorized to change.
