Five instruments agreed on an empty chamber. The sixth reported that it was unable to observe.

Witness Hall occupies the lower level of Facility 01. Its six observation bays use different acquisition chains and independently recorded timing references. Shared environmental services are documented as common dependencies. The arrangement is intended to make agreement inspectable, not to guarantee independence by architectural means.
02 / Trial W-06
During a blind calibration exercise, five bays returned an observed absence. The sixth reported an unavailable observation. The assessor initially treated the sixth result as a failed measurement. A later audit established that a common preparation stage had removed the target signal from the first five acquisition chains. Their agreement was accurate about their inputs and incomplete about the chamber.
03 / What the sixth knew
The sixth bay did not identify the target. It detected a broken provenance chain and withheld an observation. Its value was not superior vision; it preserved the distinction between finding nothing and being unable to find. The Methods Office rejected a proposal to increase consensus by excluding it.
04 / Subsequent practice
A witness that reports uncertainty is now assessed against its opportunity to observe, not against the majority’s answer. This note records a controlled calibration failure. It neither extends the P-09 detection rate to field conditions nor explains the Vey interval. Those boundaries remain attached to the respective records.
