A request received after its sender
A valid signature arrived from a retired authority. The station acknowledged the message and declined the instruction.

01 / Receipt
On 19 June 2026, during a post-isolation maintenance exercise, Station 04 received a queued instruction from a controller retired nine days earlier. The instruction was correctly signed and carried an issue time before retirement. Delivery had been delayed by a disconnected relay. No reversal of time is required to explain the record.
02 / Requested action
The instruction proposed retiring a reserved reconnection channel in favor of a newer path. The channel was not carrying ordinary traffic. Its reservation, however, belonged to a still-open continuity obligation. The controller’s successor had inherited the operational service but had not received authority to discharge that obligation.
03 / Decision
Station 04 authenticated the historical sender, recorded receipt in the current interval, and refused execution. The decision separated three questions: who issued the request, when it was issued, and who could authorize the action now. A correct answer to the first two did not supply an answer to the third. The relay was thanked for delivery. No further authority was implied.
04 / Relation to current work
The exercise uses the same reserved-channel obligation model as MNEME’s U-12 study. The station does not resolve a beneficiary’s identity; it enforces the resource boundary while that question remains open. The instruction was part of the declared exercise. It was not one of the three efficiency proposals declined during the earlier 400-day isolation.
