01 / Public mandate
RAMURAN publishes findings that permit informed scrutiny without transferring uncontrolled operational capability. A public record must identify its claim, its evidence boundary, and what it does not establish. The absence of implementation detail must never be used to imply stronger evidence.
02 / Disclosure classes
D-0 is public and may be quoted with its record identifier and revision. D-1 is controlled circulation for named institutional recipients. D-2 covers operational methods and enabling specifications. Only D-0 material is available on this surface. A reference to a withheld record does not grant access to it.
03 / Revision and silence
Released records keep stable identifiers. Corrections receive a new revision and a statement of the changed claim. A withheld appendix is labeled as such; invented replacement text is prohibited. The public archive is intentionally incomplete. Silence should not be interpreted as either confirmation or denial.
04 / Local continuity
