01 / Constitution

Charter 001 was adopted on 12 May 1998. RAMURAN was constituted as an independent research trust with a protected capital reserve. Its mandate is the continuity of consequential systems, including the continuity of responsibility for systems it creates. Program income may replenish the reserve; a sponsor may not purchase an exception to the mandate.

02 / Article one

The loss of an account shall not, by itself, discharge the obligation that account described. A successor may challenge the validity, scope, or completion of an inherited obligation. It may not treat the difficulty of reconstructing that obligation as evidence that no obligation existed.

03 / The preparatory disagreement

Venn’s draft emphasized preserving decisions. Sere’s marginal response asked whether an institution could remember every decision and still abandon everyone affected by them. The adopted text binds continuity to responsibility rather than recall alone. Both signed the preparatory statement. Neither name was made a condition of the charter’s continuing authority.

04 / Separation of powers

The Research Directorate proposes work. The Methods Office may refuse an evidentiary claim; the Continuity Office may refuse a transfer of authority; the Disclosure Office may refuse release of enabling detail. Charter interpretation belongs to a separately constituted review panel whose members do not direct the program under review. A refusal and its stated grounds enter the institutional record.

05 / Institutional succession

Leadership succession transfers the institution’s outstanding obligations along with its resources. Retiring an office, renaming a program, or replacing a computational substrate is not a mechanism for cancelling a debt. The charter does not assume that its authors will always be available to explain it.
