The line that did not reopen

01 / The closure
On 14 October 2022, the Nacre urban transit line suspended service after a maintenance handover. Subsequent inspections reported the route fit for use. The operating system nevertheless refused to restore authority across eleven stations. Replacement transport remained available at reduced capacity. Full service resumed nine days later.
02 / The unresolved witness
Three clearance reports depended on the same calibration certificate. Its issuer had ceased operation, and the successor could verify the signature but not the underlying measurement chain. An installed continuity clause treated that distinction as unresolved evidence. It allowed fresh measurement or a named authority’s explicit acceptance of the residual uncertainty. It did not allow a missing account to become a clean one through repetition.
03 / The decision left to people
The transit authority could have accepted the residual uncertainty under its own recorded authority. It chose independent remeasurement. No remote instruction from RAMURAN appears in the submitted operating log. The refusal condition corresponds to a rule reviewed by PARALLAX and circulated through the 2016 continuity-clause series. The record does not establish who included it in the line’s specification.
04 / The outcome
Remeasurement found the route within tolerance. No physical defect was discovered that could justify describing the closure as a prevented accident. Passengers lost time and wages; local businesses reported lost trade. The review retains these consequences without balancing them against hypothetical casualties. The system preserved a distinction. People paid for the time required to resolve it.
05 / Dissent retained
One reviewer found the refusal proportionate to the unresolved authority. Another found the recovery path inadequately provisioned for the public service involved. Both findings remain attached. The resulting recommendation requires future adoption packages to identify who can commission an independent witness and how service continues while that witness is obtained. The principle was retained. Its implementation was not exonerated.
