On 3 February 2019, a storm severed the dispatch links serving the Serein municipal heat network. Local plants maintained contracted household supply for 37 hours and 12 minutes before central coordination resumed. No district fell outside the temperature envelope declared for the incident. 02 / What persisted
The plants used a mutual-assistance rule already present in their operating contracts. It preserved household allocations ahead of discretionary industrial load and limited the authority any plant could acquire from assisting another. No emergency controller appeared. No new instruction was received from RAMURAN. The rule was carried by equipment installed by three successive contractors.
