INSTITUTIONAL RECORDSMO–RD–009
REVISION 1 / PUBLIC EDITION
INSTITUTION / Review dissent
The price of an open question
A reviewer refuses to certify retirement. The operator asks who will pay for a refusal that the reviewer can afford to maintain indefinitely.
Dr. Sera Noll / Methods Office; response by Lena Orrel
SOURCE DATE 2026.05.28 / RELEASE DATE ABOVE
An unresolved obligation does not become a municipal budget.
01 / Noll’s finding
The submitted evidence cannot support a certificate stating that M-4 has been discharged. That is the full extent of my finding. It does not establish that the reservation must continue forever, or that the present operating budget must bear it. RAMURAN should not let the absence of a retirement certificate be mistaken for an instruction to retain the old controller.
02 / Orrel’s response
Your distinction is correct and expensive. Our board can accept an unresolved obligation, but the practical result is that we must either fund it or sign the decision that ends it. Your institution can keep its uncertainty intact under either outcome. Ours must choose a maintenance plan. Please include the cost of the specialist review in any account of how much your method has preserved.
03 / Eide’s technical addendum
The exception can move independently of the controller. The field recommendation remains to replace the machine on schedule and retain the allocation under a temporary instrument. This will end the recurring reconciliation work on the old platform. It will not settle the beneficiary question. I recommend separating those two jobs and paying for each explicitly.
04 / Noll’s second finding
Orrel’s objection is accepted as a criticism of the adoption package. The circulated clauses describe how to retain unresolved obligations more carefully than how to finance their resolution. A future adoption package must name a recovery process, its payer, and an authority capable of reaching a decision. I retain the evidential finding and recommend that the institution contribute to the bounded review cost.
05 / Remaining disagreement
Aven considers a time-limited service commitment sufficient grounds to close the legacy file. Noll considers it sufficient grounds to close the maintenance action only. Both accept the proposed replacement. They disagree about what the resulting closure would mean. The Disclosure Office has retained both positions without combining them into a consensus finding.
