An absent operator is a condition, not a failure.
Infrastructure that preserves its purpose when communications, operators, and familiar conditions are unavailable.
01 / Approach
PALISADE gives autonomous facilities a bounded mandate, a budget for irreversible action, and explicit conditions for reducing their own authority. Loss of communication cannot be interpreted as new permission. Facilities can negotiate resources without silently expanding their purpose.
02 / Selected finding
Station 04 completed a 400-day isolation exercise while maintaining its original service envelope. It declined three efficiency improvements that would have exceeded its mandate.
03 / Evidence boundary
Autonomy is assessed within a declared operating envelope. Beyond that envelope, controlled degradation is a successful outcome. Continued operation at any cost is not.
04 / Ongoing inquiry
Field work now examines mutual assistance between isolated facilities whose mandates overlap but whose authorities do not.
